An Airport Security Program is a critical element in maintaining the safety and security of air travel. One of the primary requirements for such a program is that it must be approved by the Transportation Security Administration (TSA). This requirement ensures that the security measures implemented meet federal standards and effectively address the unique security challenges present at each airport.

Having the TSA’s approval provides a level of oversight and ensures uniformity across different airports. This helps in maintaining a consistent security posture in the aviation industry, thereby enhancing overall passenger safety. Security programs need to be compliant with federal regulations, and this approval process is vital for airports to operate securely within the national airspace system.

The other options provided do not correctly represent the requirements for an Airport Security Program. For instance, the notion that an airport operator must create the program alone overlooks the collaborative efforts often involved, which can include input from government authorities and law enforcement. Additionally, the program is not limited to just international airports, as domestic airports also require robust security measures. Lastly, security for baggage screening is a fundamental aspect of airport security and should be an integral part of any comprehensive security program.
